"Experiences in Developing an INSPIRE Compliance Toolkit - Are Tools Alone Enough?" - That is the title of the presentation that Compass senior staff, Roger Longhorn and Manuel Treiber will present at the Krakow INSPIRE conference in June.

Ireland is in the process of implementing the INSPIRE Directive, as are most EU Member States. As part of that programme, Compass Informatics Limited have been delivering INSPIRE Master Classes to local and central government staff in Ireland since May 2008. Valuable lessons have been learned from these sessions about the level of knowledge of participants concerning INSPIRE, what is expected of them in its implementation, and where specific tools, methodologies and training would be most beneficial in assisting staff at different levels of competence to implement the Directive’s technical and legal requirements. As a result, Compass Informatics began development of the INSPIRE ISO Compliance Toolkit, based primarily on open source software for metadata creation and publishing – GeoNetwork, GeoServer, MapServer - but which must also accommodate users who are already experienced in using proprietary GIS software and associated IT management tools from different commercial providers.
The paper describes the development issues faced in creating the INSPIRE Compliance Toolkit and experiences to date in using the INSPIRE Compliance Portfolio of services with government clients.
