Compass Informatics have been appointed by the Department of Environment, Community and Local Government to provide a system to enable the documentation and sharing of information on various spatial datasets, thereby assisting efficient data sharing across government, and also compliance with the EU INSPIRE Directive and the EU Reuse of Public Sector Information Directive. This contract award builds on previous work by Compass for many Irish and some international bodies on spatial data sharing and metadata systems. This work includes for example the Marine Institute’s data online system (http://data.marine.ie).
The recently awarded contract is for the maintenance, support, hosting and on-going development of the pre-existing DECLG INSPIRE GeoNetwork Metadata Catalogue solution. This will involve the integration of the most recent version of the Irish Spatial Data Infrastructure Metadata Profile, the transformation of existing metadata records to this profile, the development of an ISDI (Irish Spatial Data Infrastructure) Metadata Profile validation schematron, and the required database solution and hosting environments that support these applications.
The DECLG INSPIRE GeoNetwork metadata catalogue is an existing shared software resource that was created from the Department’s involvement in the Irish Spatial Data Exchange (ISDE) project. DECLG currently own and administer two ISDE GeoNetwork catalogue instances that need to be upgraded and supported under the terms of this mini competition:
i. DECLG Irish Spatial Data Exchange (ISDE) catalogue
ii. DECLG INSPIRE Discovery Service (this GeoNetwork filters out a subset of ISDE metadata records for harvesting to the EU INSPIRE Geoportal)
The following public bodies are data entry end-users of the Irish Spatial Data Exchange catalogue:
- Department of Environment, Community and Local Government;
- Department of Arts, Heritage and the Gaeltacht;
- Irish Local Authorities.
The GeoNetwork systems setup under the project will be working as the main organisational catalogue solution in the wider ISDE/ISDI network. Support will also be provided at a technical level including upgrades, fixes, and hosting environment monitoring.
The Compass Informatics team now commences this work with delivery expected in September 2013.
